TOWN OF POWERVIEW-PINE FALLS

PUBLIC NOTICE

 

REGARDING LOCAL IMPROVEMENT PLAN – BY-LAW NO.6-2016

FOR THE BORROWING OF MONEY TO REDUCE THE INFILTRATION OF GROUND WATER TO THE PINE FALLS LAGOON AND LIFT STATION UPGRADES AND RELOCATION TO ELIMINATE THE OVERFLOW OF RAW SEWAGE TO THE RIVER.

 

The Council of the Town of Powerview-Pine Falls has scheduled a public hearing at the Municipal Office located at 277B Main Street on the 25th day of July, 2017 at 7:00 p.m. to present the following improvement plan:

 

By-Law 06-2016 is the By-Law to authorize borrowing to Reduce the Infiltration of Ground Water to the Pine Falls (Ward 2) Lagoon and Relocation and Upgrades to the Pine Falls Lift Station to Eliminate the Overflow of Raw Sewage to the River. The intent of this By-Law is to comply with Environmental Protection Order D1-240 issued by Manitoba Conservation, being, the Order to eliminate unlawful sewage discharge into the environment. Compliance to Order D1-240 will lift the moratorium for development placed on Pine Falls (Ward 2).

The Total Estimated Cost of the project is $1,800,722.00 to be funded as follows:

$575,386.00 New Building Fund – Manitoba; $575,386.00 New Building Fund – Canada; and $650,000.00 to be funded by borrowing.

 

The borrowing will be repaid over 15 years at a maximum interest rate of 5.00% per annum. The annual repayment amount will be no more than $62,622.49 to be recovered based on part per parcel and part on portioned assessment as follows:

  1. 50% or $325,000.00 – will be levied on an amount per parcel on all rateable property including otherwise exempt in Ward 2 (Pine Falls)

  2. 50% or $325,000.00 – will be levied on the portioned values of assessable property (i.e. special mill rate) on all rateable property including otherwise exempt within the Town

Rate of Calculation:

  1. Per Parcel basis (to raise $325,000.00 from 286 parcels)

    1. Cash Option/ Lump Sum Payment - $1,136.37

    2. Finance Option - $109.48 per year for 15 years

      Pursuant to section 325 of The Municipal Act, potential taxpayers will be permitted to pre-pay their portion of the Local Improvement tax by a date set by Council.

  2. Portioned Assessment Basis (to raise $325,000.00)

    Based on the 2017 Assessment Roll (31,311.24 / 50,538,310) an estimated mill rate of 0.62 mills will be required. Calculated on a residential property valued at $100,000 (portioned value of $45,000) a $27.88 Local Improvement tax will be levied annually for 15 years.

 

 

A written objection may be filed with the Chief Administrative Officer, at 277B Main Street, Powerview MB prior to the commencement of the hearing. At the hearing, Council will hear any potential taxpayer who wishes to make a presentation, ask questions or register an objection to the local improvement plan.

 

All objections, written or verbal, must be filed prior to the adjournment of the hearing and must include the name, address and property description of the person filing the objection and the grounds of their objection.
